CGA Applauds House Passage of Compressed Gas Cylinder Safety and Oversight Improvement Act

McLEAN, VA — The Compressed Gas Association (CGA) today praised the U.S. House of Representatives for passing the Compressed Gas Cylinder Safety and Oversight Improvement Act (H.R. 1182), a bipartisan bill aimed at strengthening federal oversight and safety requirements for the manufacture of compressed gas cylinders.

CGA submitted a letter of support earlier this year encouraging Congress to advance the legislation. A similar version passed the House during the last Congress but failed to reach the Senate floor. CGA is now urging the Senate to act swiftly on the newly reintroduced bill.

“This bill is a practical step forward to strengthen accountability and ensure that every cylinder entering the market is built to the highest safety standards,” said CGA President and CEO Rich Gottwald. “For more than a century, CGA has supported the safe manufacturing, transport and use of compressed gas cylinders. We commend lawmakers for their continued focus on this important issue.”

The legislation updates U.S. Department of Transportation (DOT) laws to enhance safety practices, increase transparency, and expand regulatory oversight by the Pipeline and Hazardous Materials Safety Administration (PHMSA). These targeted changes will help ensure all cylinder manufacturers—domestic and international—comply with the same rigorous safety standards.

CGA supports the legislation for four primary reasons:

Strengthened PHMSA authority: Expands PHMSA’s regulatory and enforcement tools to promote compliance with U.S. safety regulations.

Greater transparency: Requires more detailed information from new manufacturers entering the marketplace.

Public notification process: Establishes a Federal Register notice process allowing stakeholders to raise concerns about manufacturing applications.

Inspection cost recovery: Enables PHMSA to recover costs associated with foreign manufacturer inspections, helping close oversight gaps.

CGA will continue engaging with lawmakers and regulatory agencies to advocate for the Senate’s passage of the Compressed Gas Cylinder Safety and Oversight Improvement Act and to support commonsense reforms that protect public safety and industry integrity.
