Semiconductors are the backbone of modern life—powering everything from smartphones and electric vehicles to medical devices, clean energy technologies, and national defense systems. Strengthening America’s ability to produce these chips at home requires more than expanding fabrication facilities. It also depends on building a resilient, domestic supply chain for the specialized materials that make semiconductor manufacturing possible.
Compressed gases play a critical role in this ecosystem. Ultra-high-purity gases—including nitrogen, hydrogen, argon, helium, and a wide range of specialty gases—are essential to nearly every stage of chip production. Whether used to create controlled manufacturing environments, support photolithography, enable etching processes, or ensure the precise quality standards required for advanced chips, these gases form the foundation of the semiconductor materials supply chain.
That is why the Compressed Gas Association (CGA) applauds Representatives Brian Fitzpatrick (PA-1) and Brendan Boyle (PA-2) for introducing the Strengthening Essential Manufacturing and Industrial (SEMI) Investment Act of 2025, announced on November 17 in the U.S. House of Representatives.
This bipartisan legislation addresses one of the final gaps in U.S. semiconductor policy: ensuring that upstream materials—including industrial and specialty gases—receive the support needed to expand domestic production. By extending the Advanced Manufacturing Investment Credit (AMIC) to facilities that produce these critical inputs, the SEMI Investment Act strengthens every link of the semiconductor supply chain.
A more resilient materials base will help:
- Reduce dependence on foreign suppliers, including China, which dominates global processing of key semiconductor inputs
- Enhance U.S. economic and national security
- Increase certainty for manufacturers making long-term capital investments
- Support new, high-quality jobs in advanced manufacturing
