The compressed gas industry reached an important milestone in May as cylinder safety legislation was incorporated into the Build America 250 Act, the House’s five-year Surface Transportation Reauthorization package.
On May 22, the House Transportation & Infrastructure Committee advanced the legislation following a lengthy markup session, approving the package by a bipartisan vote of 62-2.
The measure, included in Section 10606, Regulation of Foreign Manufacturers of Cylinders Used in Transporting Hazardous Materials, is based on H.R. 1182, the Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025, which passed the House on June 9, 2025.
The legislation would strengthen oversight of foreign cylinder manufacturers by requiring that only Department of Transportation (DOT) specification cylinders be imported into the United States. It also requires proper cylinder markings and establishes a mechanism for the Pipeline and Hazardous Materials Safety Administration (PHMSA) to recover costs associated with inspections of foreign manufacturing facilities.
The provision addresses longstanding industry concerns regarding imported cylinders that do not meet U.S. safety requirements and supports consistent enforcement of federal hazardous materials transportation regulations.
The legislation’s inclusion in the House transportation package follows several years of industry engagement and advocacy. During recent CGA Hill Day activities, members met with congressional offices to discuss the importance of cylinder safety oversight and the need for stronger enforcement measures.
CGA also recognizes the leadership of Ann Lane of Worthington Enterprises, whose efforts have helped advance this issue throughout the legislative process.
The legislation now moves to the next stage of the federal transportation reauthorization process. If enacted, the measure would enhance cylinder safety oversight, strengthen supply chain integrity and support the safe transportation of compressed gases throughout the United States.
