CGA Forming Ad Hoc Committee to Review Papers for Nov-Dec 2023 UN SCETDG and UN SCEGHS Sessions

October 6, 2023

The Compressed Gas Association (CGA) is forming an Ad Hoc Committee (AHC) to review and, if necessary, respond to papers submitted for the November/December 2023 sessions of the United Nations Sub-Committee of Experts on the Transport of Dangerous Goods (UN SCETDG) and UN Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals (UN SCEGHS).

This AHC may develop CGA positions related to any working (formal) or informal papers submitted for these upcoming UN sessions.

Background

CGA participates as a non-governmental organization on the UN SCETDG and the UN SCEGHS. In this capacity, CGA represents industry positions, submits papers for consideration, makes comments regarding other submitted papers, and acts as technical advisors to participating regulatory agencies.

The UN SCETDG and UN SCEGHS operate on a 2-year (biennium) cycle, and meet 4 times during the biennium. Requirements agreed to by the UN Sub-Committees are published in the UN Recommendations on the Transport of Dangerous Goods and the UN Globally Harmonized System of Classification and Labelling of Chemicals, and may be adopted into modal and domestic regulations such as the IMDG CodeICAO Technical Instructions, U.S. 49 CFR, Canadian TDG Regulations, and occupational safety and health regulations.

Papers to be Reviewed

All papers submitted to the UN SCETDG and UN SCEGHS should be reviewed to determine whether a CGA response is necessary. Links to the full list of papers are provided below:

TDG Papers: (AC.10/C.3) ECOSOC Sub-Committee of Experts on the Transport of Dangerous Goods (sixty-third session) | UNECE

GHS papers: (AC.10/C.4) ECOSOC Sub-Committee of Experts on the Globally Harmonized System of Classification and Labelling of Chemicals (Forty-fifth session) | UNECE

Papers identified by CGA staff as requiring a specific review from the AHC will be addressed during UN AHC web conference meetings. Members are invited to request that the AHC consider the review of additional papers during the meeting.

Please note that informal papers may continue to be submitted up to and during the UN meetings.

If the output contains a new CGA position, it will not be sent to the CGA membership for review but will be balloted to Standards Council.

UN AHC Meeting Schedule

Meetings will be scheduled end of October/early November. An agenda and web-conference details will be provided to members of the UN AHC before the first meeting.
